Here is how push notifications typically work:

Opt-in: Users must usually opt-in to receive push notifications from an app. This is typically done when they first install the app or when prompted within the app.

Registration: When a user opts in, their device registers with a push notification service provided by the platform (such as Apple’s APNs for iOS devices or Google’s Firebase Cloud Messaging for Android devices).

Sending Notifications: When an event occurs that triggers a notification (such as a new message, a reminder, or an update), the app’s server sends a request to the push notification service with the appropriate message and target audience.

Delivery to Devices: The push notification service then delivers the notification to the intended devices. The service ensures that the notification reaches the correct device and appears on the user’s screen, even if the app is not currently open.
